New SC Alcohol Server Law – Upcoming Deadlines and Important Information

*UPDATE: Deadline EXTENDED to May 1*
With the March 2, 2026 May 1, 2026 enforcement deadline quickly approaching, we want to make sure our local restaurants, caterers, mobile bartenders, and on-premise alcohol licensees are aware of new requirements under House Bill 3430.
Here’s what you need to know:
✔ Alcohol Server Training Required
All employees who serve alcohol 10+ hours per week, as well as managers overseeing alcohol service, must complete an SCDOR-approved alcohol server training program and receive a state-issued Alcohol Server Certificate.
✔ This Applies to Caterers & Mobile Bartenders Too
If alcohol is consumed at the event site (weddings, private events, venues, halls, etc.), it qualifies as on-premises consumption. That means catering staff, event bartenders, and even “gig” bartenders must be certified if they serve 10+ hours per week across events.
⚠ Important:
• Any training completed on or before January 18, 2026 is NOT valid
• Employees hired on or before Feb. 1 must complete approved training by May 1, 2026
• New hires have 30 days from hire date to become certified
• Certificates (physical or digital) must be kept on-site and available for immediate inspection
Additional Requirement (Midnight–4AM Operators):
Businesses serving alcohol between midnight and 4:00 a.m. must use an SCDOR-approved forensic digital ID verification system.
